Former San Bernardino County, Fifth District Supervisor, Clifford Young is ready to once again roll up his sleeves and serve on the behalf of the residents of the Inland Empire.
Over the years, Clifford has worked for the residents of the Inland Empire at the University level, as well as county government, and is dedicated to improving our communities. Clifford shares your concerns regarding the safety, affordability, and conservation of our community water. With his valuable depth of experience in the areas of public policy, economic development, budget oversight, and technology, Clifford is prepared and ready to take on the challenges ahead.
Dr. Young is a candidate for the West Valley Water District Board of Directors, to represent, serve, and improve quality of life for the residents of Bloomington, Colton, Fontana, Jurupa Valley, Lytle Creek, Rialto, and San Bernardino.
Clifford is no stranger to public service. While at California Baptist University, Cliff was elected Student Body President. During these college years, Clifford worked as a management intern for the City Manager of Riverside and later worked as an intern for Security Pacific Bank in Grand Terrace.
Clifford completed his undergraduate education at California Baptist University, receiving his Bachelor of Arts in Sociology, with a minor in Government. He later attended University of Southern California and earned both a Master's and Doctorate in Public Administration.
Because of his devotion to public service and commitment to the community, Clifford was appointed by unanimous vote to serve as Fifth District Supervisor of the San Bernardino County Board of Supervisors in February of 2004. Recognized as an historic appointment in the Inland Empire, Clifford helped set policy for all areas of County government with a budget of $2.6 billion, with oversight of twenty-two County agencies, approximately 18,000 employees and served 1.8 million constituents.
Some highlights of Dr. Young's service as Supervisor include creating workforce development policies that improved the economic viability of San Bernardino County and legislating economic policies with a smart growth approach as a champion of small businesses in our communities.
He is a strong advocate for the use of technology and an award-winning innovator of educational and research programs. As Supervisor, Clifford introduced advanced economic development software that examined community approval of public works and other construction projects.
Today, Dr. Clifford Young is Professor Emeritus of Public Administration. He has served two University Presidents as Special Assistant to the President for Governmental Relations at California State University, San Bernardino. As Special Assistant to the President for Governmental Relations at California State University, San Bernardino, Clifford successfully secured $120 million in federal funding for university initiatives. $1.2 million was directed to the Water Resources Institute at California State University, San Bernardino.
With a deep and earnest interest in California Water issues, Dr. Young recognized an important need in our region and made the critical decision to expand courses within the graduate program to include a concentration in Water Resource Management when he was Chair of the Department of Public Administration. This addition to the graduate curriculum helped train today's managers to meet the future needs of water resource management.
Clifford is very proud to say that many of his former graduate students from the Inland Empire have successfully advanced into professional careers, both in the public and private sectors. Many of them now serve our communities today and provide improved services for the residents of the Inland Empire.
